As of Windows 10 Insider Preview build 10547, you can now choose to have notifications regarding problems with USB devices.
The following tutorial demonstrates how to turn on or off the receiving of notifications regarding any issues you might be having with connecting to USB devices.
How to Turn On/Off Notify On USB Errors in Settings
1. Open the Settings app and click on “Devices” from the Windows Settings menu.
2. From the Devices menu, click on “USB” and then check or uncheck the box next to where it says “Notify me if there are issues connecting to USB devices.”
3. You can now close the Settings app.

What does it mean if you don’t get an error message from Windows and you have the error settings turned on?
I am sometimes unable to get a USB port to work on my computer. When I updated to a newer version of Windows it stopped working. When I rolled back but it didn’t help. The solution for now at least was to clean install with an ISO a few builds earlier. Hopefully, I’m not heading right back into the same problem when I am updated to the same version of Windows again soon.
It would also be interesting to know if Microsoft keeps records of people’s issues and then bypasses those builds for those computers. For example if it noticed someone do a clean install after running on a build, if they don’t roll that same build out to that computer but instead wait longer and install the one next.
