The PhoenixCard Tool is a Windows application that allows you to create a bootable image of Android firmware.

In order to boot the image after it has been created, you will need a removable drive such as an SD/Micro SD card. Once you have the bootable image on the SD card, you can then connect it to a device and have that device boot from the removable drive.
